Assessing District Needs


在開始設定目標之前,請先確認貴地區內扶輪社的既有效率。請記住,有效能的扶輪社必須是:

Before setting your goals, determine the current effectiveness of the clubs in your district. Remember that effective clubs are able to

  • 維持並/或增加其社員人數

  • 成功辦理因應其社區與其他國家社區之需求的服務計劃

  • 透過參與計劃及捐獻支持扶輪基金會

  • 培養能夠在扶輪社階層以上服務扶輪的領導人

  • Sustain and/or grow their membership base

  • Develop leaders capable of serving in Rotary beyond the club level

In the first quarter of each Rotary year, the general secretary will provide governors with a list of the clubs in their district that have been identified as not functioning in accordance with these minimum standards:

As district governor, you will need to work with these clubs to ensure that they become functioning. Enlist the help of RI committee and task force members where appropriate.

District Inventory

The District Inventory on pages 82-85 will help you evaluate the district in terms of the four key elements of an effective club. A review of the items in each section will provide insight into your districts strengths and weaknesses and help you determine where you should focus your efforts during your year as governor.

社員發展

Membership Development

Items 1-3 in the District Inventory are indicators of membership growth and retention. Steady net growth in existing clubs, along with the admission of new clubs to each district, is essential for the long-term health of Rotary. Another good way to assess how your clubs are doing is by checking attendance at club and district meetings. Attendance should not be a goal in itself, but a tool to measure the health of a club. A club with poor or declining attendance usually has one or more serious problems that must be identified and corrected. Look at items 4 and 5 in the District Inventory. Although there are always exceptions, in general

  • 社員人數低於20人以下的扶輪社視為〝特別注意〞社

  • A club with fewer than 20 members is considered a “special attention” club.

  •  A club with 20-25 members is considered marginal.

Effective clubs participate in club- and district-level service projects. Items 6-14 in the District Inventory will help you assess how clubs work to address the needs within their local communities and in other countries. They will also help you determine which Rotary International and Rotary Foundation program resources are available to help clubs achieve their service goals.

Club-level support of The Rotary Foundation can also be an important indicator of the overall effectiveness of the district. The programs of The Rotary Foundation offer Rotarians a variety of ways to enhance their international service projects, expand their horizons through interaction with peoples throughout the world, and promote Rotarys goal of world understanding and peace. The ongoing financial support of clubs around the world is essential to enable The Rotary Foundation to conduct a wide range of humanitarian and educational programs and helps clubs and districts achieve their global service objectives. Review items 15-17 in the District Inventory to gauge how effectively the clubs in your district are participating in Foundation activities.

Leadership Development

Items 18-25 in the District Inventory relate to club representation at Rotary district meetings. Participation in these important district meetings ensures that club leaders are well informed and equipped to help clubs achieve their goals and objectives. It also exposes potential leaders to the challenging work that occurs at the district level. Although geography and economics present insurmountable obstacles in some areas of the world, for the most part

  • 如果一個扶輪社沒有派代表出席任何一個重要的地區會議,很可能需要特別注意。

  • A club not represented at any of the major district meetings is likely to need special attention

PETS and other meetings with club presidents-elect provide an ideal opportunity to collect information on the clubs in the district. Ask club presidents to work through the Inventory for the Rotary Club of      form before completing the Planning Guide for Effective Rotary Clubs form. Both are in chapter 12.
