Procedure for Proposing Legislation |

每個扶輪社都有權力提立法案，並藉由在每3年舉行一次的立法會議上正式決議案來修改國際扶輪章程及細則以及模範扶輪社章程。當一個扶輪社提出立法案時，此項提案必須先經該扶輪社理事會提出由社員表決通過，然後附上該社社長及秘書簽署函件一併寄交地區總監，以証明所提議立法案業經例會通過。由扶輪社所提之每一提案必須交付地區年會(大不列顛與愛爾蘭之地區審議會)投票表決是否支持該案。如時間上來不及，該提案得由地區總監交付地區內扶輪社進行通信投票。請注意：所有扶輪社建議案必須經整個地區表決。 |
Every
club has the right to submit proposed legislation to amend the RI
constitution and bylaws and the Standard Rotary Club Constitution
through formal action at the triennial Council on Legislation. When a
club proposes legislation, the matter must be submitted by the club’s
board of directors to the membership for adoption. It should then be
forwarded to the district governor with a letter signed by the president
and secretary of the club certifying that it has been adopted. Each
proposed amendment from a Rotary club must be submitted to the district
conference (district council in Great Britain and Ireland) for a vote on
whether to endorse it. If there is not time to submit a proposal to the
district conference, it may be submitted to the clubs of the district
through a ballot-by-mail conducted by the district governor. |

Each
proposal delivered to the RI general secretary must be accompanied by a
certificate from the district governor indicating that it has been
considered at the district conference, or in a ballot-by-mail, and
stating whether it received endorsement. Following mandatory district
consideration of its proposal, a club may still elect to send its
proposal to the general secretary, even if the district chooses not to
support the proposal. Please refer to chapter 14,
“Council
on Legislation,”
in the Manual of Procedure for additional details and proper formatting
of proposed legislation. |

The
clubs in each district must elect a Rotarian to represent them at the
next Council. The election takes place at the district conference held
two years before the year of the Council. An alternate also should be
chosen at that time to serve in the event the representative cannot
attend the Council. |

The
district representative to the previous Council on Legislation should be
available to clubs and the district to assist in preparing proposed
legislation and to explain RI’s
legislative procedure. In preparing legislation, clubs and districts
should be encouraged to use the latest edition of the Manual of
Procedure. The Manual of Procedure and additional information on the
Council on Legislation are available on RI’s
Web site. |

Legislation may be proposed by clubs or districts for submission to the
next Council. The general secretary must receive proposals by 30 June in
the Rotary year preceding the Council, but submitting legislation
earlier is recommended. |

To help
the representative prepare for the Council and strengthen the
legislative process, the RI Board recommends that one plenary session at
the district conference this year include discussion of proposed
legislation. In addition, special district meetings should be held for
review and discussion of proposed legislation. Club officers should be
invited to attend these special district meetings for the purpose of
developing a clear understanding of proposed legislation and providing
the Council representative with an understanding of the opinions of
clubs in the district. |

enactments and resolutions) must be submitted to RI by 30 June of the

As governor, you should encourage review of legislation being proposed
to the Council. All district governors are provided with 10 copies of
all duly proposed legislation. Each member of the Council receives one
copy. Club secretaries may request a copy of the proposed legislation
from the general secretary before 31 December. This information is also
available on RI’s Web site (www.rotary.org). |

the Council meeting, clubs will receive a copy of the Report of Action
of the Council on Legislation. Governors should encourage club members
to review the report and, assuming no adopted legislation is suspended
and nullified by the clubs, implement Council action as of 1 July. The
report is also available on RI’s
Web site at www.rotary.org. |
