Organizing New Clubs


對某些扶輪社來說並不一定有辦法持續的增加新社員。或許是因為當地的會議設備無法容納較大的團體或許是因為開會的時間對新社員來說很不方便。有時成長是藉由擴展新社的籌組來達成。近年來,新社的創社社員在扶輪社的社員成長方面佔了很重要的一部分。總監的責任即是評估該地區紀錄並於過去無法達到社員成長目標的地方成立新的扶輪社。

It may not always be possible for certain Rotary clubs to continue to increase their membership. Perhaps meeting facilities in the area are not able to accommodate a larger group or the meeting time may not be convenient for new members. Sometimes growth is best accomplished through extension — the organization of new clubs. In recent years, charter members of new Rotary clubs have been a vital part of Rotary’s membership growth. As governor, it is your responsibility to review district records and organize new clubs where growth has not occurred in the past.

District governors have specific duties when forming a new club. These duties cannot be delegated. Your responsibilities include:

  • Appointing a team of at least three extension counselors to serve as the district extension committee. Extension counselors may serve three-year staggered terms, with the member in his or her third year serving as committee chair. The members of the extension committee can be selected from the membership development committee. If you choose to select extension committee members who are not already members of the membership development committee, emphasize the need for members of both committees to collaborate and communicate.

  • Supervising the activities of the district extension committee

  • Reviewing and approving the Organization of a New Club Survey (806) when a region is determined to be a potential area for a new club

  • Reviewing the application documents of the provisional club, signing them (if in order), and sending them to the RI office serving your district

Guidelines for Organizing New Clubs

Consider the following guidelines when supervising the organization of new clubs:

  • 該區域至少要有40種以上的職業分類才可以被列為有潛力成立新扶輪社的區域。

  • 創社社員至少要有20位以上。

  • There must be a minimum of 40 different classifications available in the area before it can be considered a potential location for a new club.

  • There must be a minimum of 20 charter members.

Documents and Basic Requirements of a New Club

成立新扶輪社的第一個步驟是完成〝新社籌組調查表〞之後與〝新社輔導表〞表格,在確定創社社員之前,一起繳交至國際扶輪扶輪社和地區行政代表之處。一旦申請表被核准之後而您也確定20位或20位以上的創社社員時,請備妥下列的資料並提交到您的國際扶輪辦事處來申請加入國際扶輪的會員社:

The first step in organizing a new club is to conduct an Organization of a New Club Survey* and submit it, along with a New Club Sponsor Form* form, to your RI club and district administration representative, before identifying charter members. Once the forms have been approved and you have identified 20 or more charter members, the organizing group applies for membership in RI by completing the following materials and submitting them to your RI office:

  • 新扶輪社申請表

  • 創社社員名單

  • 加盟費或已繳費的收據

  •  New Club Application Form

  • List of the charter members

  • Charter fee or evidence of payment of the fee

Sustaining a New Club

要讓一個新扶輪社能夠成功,他的社員們必須:

For a new club to succeed its members must

  • 努力做到一個有效能扶輪社所必須具備的四個要素

  • 熟知扶輪的目標和宗旨,並透過〝英文扶輪月刊〞、〝地域性扶輪雜誌〞和〝扶輪世界〞等公式的溝通資源來了解這個組織。

  • 發展出一個四大服務的圓滿計劃活動

  •  Strive to achieve all four elements of an effective club

  • Be familiar with Rotary goals and objectives and be informed about the organization through official communication resources such as THE ROTARIAN, a regional Rotary magazine, and Rotary World

  • Develop a well-rounded program of activity in the four Avenues of Service.

這些是成功的最基本要件。一個扶輪社的成功在於吸收新的社員、建立有效能的服務計劃、節目、溝通聯絡、以及在社區內做到並維護一個被認同的角色。

These are the minimum criteria for success. A club thrives through recruiting additional members, establishing effective service projects, programs, communications, and achieving and maintaining a recognized role in the community.
