扶輪少年服務團

Interact

Interact is a Rotary-sponsored service organization for young men and women of secondary school age. The organization has an estimated 180,000 members in approximately 7,900 clubs in more than 100 countries.

The purpose of Interact is to provide young people with the opportunity to work together in world fellowship, dedicated to service and international understanding. Every Interact club must be sponsored by a Rotary club and may be either school or community based.

地區內的扶輪少年服務團團員和扶輪社員都應被鼓勵去參加〝世界扶輪少年服務團週〞的活動(每年115日的那一週)。這是一個推廣及加強地區內的扶輪少年服務團的機會。

Interactors and Rotarians in the district should be encouraged to participate in World Interact Week (the week in which 5 November falls). This event provides an opportunity to promote and strengthen Interact in the district.

Also available through the RI Secretariat is a promotional brochure, Serious Fun (600), and a videotape (650) by the same name to help stimulate interest among Rotarians and prospective Interactors.

Rotaract

One of Rotary’s primary goals is to develop leadership skills to meet the needs for service around the world. This, coupled with Rotary’s commitment to young people, serves as the catalyst for the Rotaract program. With an estimated membership of more than 180,000 Rotaractors, the program has 7,000 clubs in more than 150 countries.

Rotaract is designed to provide young men and women, ages 18-30, with an opportunity to enhance their personal development by building their leadership and professional skills. It is also a vehicle for developing better relations among people worldwide through a network of friendship and service. Rotaract clubs are partners in service with their sponsoring Rotary clubs, organizing local and international service projects.

Rotaractors and Rotarians in the district should be encouraged to participate in World Rotaract Week (the week in which 13 March falls), the annual RI Convention, and Rotaract preconvention meeting, all of which demonstrate Rotaract’s international scope.

Rotary Community Corps (RCC)

The Rotary Community Corps (RCC) program promotes self-reliance among community groups and encourages participants to identify and address community needs. Rotary Community Corps are groups of adult non-Rotarian volunteers sponsored by Rotary clubs. The Rotary club provides guidance for the development of annual RCC community and vocational projects. Currently, there are more than 4,000 active RCCs in over 60 countries.

The RCC program falls under the responsibility of the district Rotary Community Corps chair who coordinates all district RCC activities and leadership training. All Rotary clubs that sponsor RCCs are required to submit an annual report of RCC activities to RI World Headquarters. Successful corps projects should be cited in district publications.

扶輪聯誼

Rotary Fellowships

Rotarians participate in more than 30 vocational fellowships to share ideas and advance international friendships through similar interests in businesses, professions, and vocations. At the same time, mountain climbers, hikers, comedians, musicians, cyclists, and thousands of other Rotarians and their spouses pursue their interests together through some 45 recreational fellowships.

In addition to having good times and forming global friendships, fellowship members find satisfaction in service. Members of the International Fellowship of Flying Rotarians, for example, have applied their hobbies to service by flying patients to hospitals and carrying supplies into disaster areas. Members of the Nursing Fellowship have participated in World Community Service projects to provide medical expertise. While each Rotary Fellowship is administered independently, all operate within formal program guidelines and with the approval of the RI Board of Directors. Rotary Friendship Exchange

Rotary Friendship Exchange (RFE) gives Rotarians and their families an opportunity to live for a certain period of time in the homes of Rotarians and their families in other countries. The purpose of these reciprocal visits is to advance international understanding, goodwill, and peace through person-to-person contacts across national boundaries.

友誼交換有兩種方式。第一種方式是一種扶輪社員個人訪問計劃,就是扶輪社員及其家庭成員陪伴之下,到另一個國家的扶輪社員家庭中作客數日。第二種方式是一種團體計劃,就是46對的扶輪社員夫婦到地主地區訪問數個社區,為期以不超過一個月為原則.

There are two types of Friendship Exchanges. The first is a visitor program in which individual Rotarians, who may be accompanied by family members, spend a few days in the home of a Rotarian in another country. The second is a team program in which four to six Rotary couples visit several communities in the host district for a maximum stay of one month.

Approximately 350 districts appointed RFE chairs last year. The RI publication Rotary Friendship Exchange Handbook, available only at www.rotary.org, provides the necessary information to help you start, or strengthen, Rotary Friendship Exchange in the district. A list of RFE chairs is also available through RI offices.

扶輪義工

Rotary Volunteers

扶輪義工計劃其目的是在結合單獨的扶輪社員的義工們來為當地及國際善用其技術。扶輪義工的資訊網絡在扶輪社、地區及國際層級皆有運作。本計劃亦可與職業服務和其他的國際扶輪計劃整合進行。

The Rotary Volunteers program links individual Rotarian volunteers with situations in which their skills can be put to good use. This information network operates at the club, district, and international levels. The program integrates Vocational Service with other and RI programs.

扶輪義工是以扶輪社層級的社區為中心。扶輪社會指派扶輪義工協調人評估有哪些組織、活動和計劃需要扶輪義工的服務,並協助扶輪社社員找到符合需求的扶輪義工。

Rotary Volunteers is centered in the community at the club level. Rotary clubs appoint Rotary Volunteers coordinators who assess organizations, programs, and projects in which volunteers can serve, and help match club members to those needs.

在地區層級,則是由職業服務委員會或扶輪義工委員會來尋找適合涵蓋整個地區範圍的大型計劃或是需要一個以上的扶輪社負責的計劃所需要的義工,例如天然災害的救助。地區委員會也會協助扶輪社建立扶輪義工的系統.

At the district level, Vocational Service committees or Rotary Volunteers committees match volunteers with needs district-wide, including projects larger or more specialized than one club can handle, such as responding to natural disasters. The district committees also assist clubs in setting up their Rotary Volunteers systems.

At the international level, Rotary Volunteers serves as an information network for projects that need volunteers from abroad and for Rotarians who want to work on a project in another country.

The RI Board recommends that volunteers seeking to serve internationally be at least 25 years old, have a proven level of professional or technical skills, and carry the strong endorsement of their district Vocational Service chair or district governor on their International Volunteer Personal Registration form. To ensure careful screening of volunteers, the Board stipulates that no more than one percent of the Rotarians in a district may be registered with the program.

Funding for international volunteer service is available through Rotary Foundation Individual Grants if eligibility criteria are met. Volunteers must be registered with the Rotary Volunteers program to apply for funding. Publications providing more information include the Rotary Volunteers Handbook (263) and the Humanitarian Grants Programs booklet (130).

Rotary Youth Leadership Awards (RYLA)

RYLA, a club, district or multidistrict program, provides young people ages 14-30 with an opportunity to develop leadership skills. Young men and women, selected by their local Rotary clubs, are invited to participate in leadership training meetings organized and run by Rotarians.

RYLA programs exist in a variety of formats worldwide. For example, in the United States, leadership camps for secondary school students offer educational and recreational activities in an atmosphere that promotes the development of leadership skills. Similarly, intensive, one-week RYLA seminars are often held in Australia and New Zealand, providing young people ages 17 and older with educational and social programs in leadership development.

世界社區服務

World Community Service (WCS)

世界社區服務的發生就是當一個扶輪社協助另一個國家的扶輪社的社區服務計劃時。透過世界社區服務計劃,扶輪社員可以提供物資及技術支援來改善生活,滿足人類的需求並促進國際親善。

World Community Service (WCS) occurs whenever a Rotary club in one country assists a Rotary club in another country with its community service project. Through WCS projects, Rotarians improve lives, meet human needs, and promote international goodwill by providing material and technical assistance.

國際扶輪世界總部藉由很多種方式來協助扶輪社和地區參與世界社區服務:

RI World Headquarters helps clubs and districts participate in the WCS program in several ways:

  • 世界社區服務計劃交換是一種可搜尋媒合的登記資料,當想要支援海外的一個計劃或扶輪社在當地的資源無法滿足社區服務計劃的需求而須尋求海外支援時(如基金、物資捐獻或義工服務)時,可請其幫忙尋求國際扶輪夥伴。該計劃的登記資料就是設在國際扶輪網站上。

  • The WCS Projects Exchange is a searchable registry that clubs can consult to find an international Rotary partner, if they are either seeking to support a project abroad or seeking assistance from abroad for community service project needs that cannot be met locally (such as funding, donated goods, or volunteer services). This project registry is on RI’s Web site (www.rotary.org).

  • Clubs should be encouraged to use the registry as a starting point for their WCS projects, many of which can qualify for Rotary Foundation funding.

  • The World Community Service Resource Network (WCSRN) was developed to help Rotary clubs initiate or develop new WCS projects, and to assist Rotary clubs that encounter difficulties with such projects in progress. Rotarians with significant experience with international service projects, particularly those involving donated goods or international shipping, should be encouraged to contact World Headquarters to lend their expertise to the WCSRN.

  • The Donations-in-kind Information Network (DIN), another WCS activity, links Rotarians seeking assistance with Rotarians who have offered goods and services.

  • Disaster Relief assistance also falls under the umbrella of World Community Service. It is available through RI in response to such disasters as earthquakes, hurricanes, floods, volcanic eruptions, and wildfires. At the request of the governor of an affected district, RI issues a Notice of Disaster — a brief description of the crisis and information on how Rotarians can contribute to the relief efforts. The notices are circulated worldwide, giving Rotarians at both the national and international levels an opportunity to respond. With this option comes the responsibility of establishing a committee to oversee disaster relief projects and funds.

Intercountry committees serve as a subsidiary of WCS. The committees are composed of Rotarians from two countries, appointed by district governors to encourage contacts between clubs and Rotarians in these countries. The objective of intercountry committees is to promote understanding and goodwill among different nations through participation in International Service.

國家間委員會負責協助世界社區服務計劃、交換學生、扶輪社員和家屬跨國的訪問及其他活動。該委員會主要與其國家的總監協調其努力的成果,並將訊息傳遞給相關的地區與扶輪社。

Intercountry committees cooperate in sponsoring World Community Service projects, student exchanges, visits of Rotarians and their families across national borders, and other activities. The committees coordinate their efforts with the district governors of their countries and advise districts and clubs.

青少年交換

Youth Exchange

為促進國際瞭解與親善,全世界的扶輪地區都積極的參與青少年交換的活動。每年約有500個扶輪地區參加交換來自80個國家的7,000位以上的學生。因此本活動是扶輪社最受歡迎也最成功的活動之一。

Rotary districts worldwide are active in the Youth Exchange program as a means of advancing international understanding and goodwill. Each year, approximately 500 Rotary districts participate in the exchange of more than 7,000 students from 80 countries, making it one of Rotary’s most popular and successful programs.

本活動是開放給所有年齡在1519歲的青少年參加,並不需有扶輪社員親戚關係才可參加。甄選程序是申請人先繳交一份書面申請書,並與父母在扶輪社和地區層級接受面試。所有地區必須很小心謹慎的處理所有申請人的甄選過程,以維護本活動的品質及成功,並避免可能發生的問題。

The program is open to young men and women ages 15-19, who do not need to be related to a Rotarian. Selection is based on a written application as well as personal interviews at the club and district levels with the applicant and the applicant’s parents. Districts should pay close attention to careful selection procedures for all applicants in order to maintain the quality and success of the program and to avoid potential problems.

青少年交換的方式有下列兩種:

The two types of exchanges are as follows:

1. 為期一學年的長期交換,交換學生會在期間內住在不同的招待家庭並在該招待國家的學校就學。

2. 為期由數天到數週不等的短期交換。(不包括學術活動,通常在學校放假的期間舉行)

1. A long-term exchange for an academic year, during which the student lives with more than one host family and attends school in the host country

2. A short-term exchange, which may vary from several days to several weeks (does not include an academic program and often takes place when schools are not in session)

Districts vary their approach to the program, but all districts are encouraged to follow the Youth Exchange program guidelines set by RI, which recommend that governors appoint district Youth Exchange officers or committees to administer the program. Because the Youth Exchange chair is under the district governor’s supervision, the governor has ultimate responsibility for ensuring that the district program is being conducted appropriately. As the person retaining authority over the program, the governor should also ensure that no personal financial profit is made from Youth Exchange activities and that appropriate risk-management measures are in place.

職業服務

Vocational Service

One of the primary goals of Vocational Service is to provide vocational education and training to a variety of groups at the community level. Many adults lack the skills to perform useful work because of inadequate education and training. Young people face an ever-changing job market in which technical expertise is becoming increasingly important. Older adults may need retraining as they face layoffs or early retirement from their chosen careers. Under the Avenue of Vocational Service, Rotarians are encouraged to apply their knowledge and skills to address these issues.

Consult the publication Communities in Action: A Guide to Effective Projects (605A) for step-by-step instructions on how to carry out an effective service project. This valuable tool includes information on conducting community needs assessment, working with other organizations, and evaluating project results. The guidance provided by this booklet can be applied to any type of service project a club is interested in undertaking. This packet of information, which is a companion piece to Communities in Action, provides an overview of each of the nine suggested service areas and gives examples of successful Rotary projects in each.
