Building Strong Clubs

Rotary was founded on certain basic principles that define the organization and its unique identity. While we must grow and adapt with our changing world, we must also continue to uphold certain principles and practices in order to maintain Rotary’s success. As you fulfill your duties as district governor by strengthening existing clubs and organizing new ones, ensure that clubs are following the Standard Rotary Club Constitution and the Recommended Club Bylaws. In particular, work with the club officers to see that they are

(1) conducting club elections in accordance with the RI Manual of Procedure;

(2) emphasizing the importance of fellowship, attendance, and weekly programs; and

(3) regularly using a classification survey to ensure a current and broad representation of professional and business interests in the club.

RI Training Meetings

Governor-elect attendance is mandatory at the governors-elect training seminar (GETS), a two-day training program at the zone level in conjunction with Rotary zone institutes, and the International Assembly, a six-day training program with all governors-elect from around the world. The training topics for both meetings are approved by the RI Board and Rotary Foundation Trustees, and provide governors-elect with the opportunity to discuss topics regarding their responsibilities with their peers.

授權

Licensing

The governor is responsible for ensuring the proper use of the Rotary name and emblem as outlined in the Manual of Procedure, as well as in Article XVIII in the RI bylaws. (Also see chapter 10, “Administration,” in this manual.)

Multidistrict Rotary-Sponsored Activities

Rotary-sponsored service activities and projects involving clubs in two or more districts are encouraged, subject to Board regulation. The activities are under the direct supervision of the district governors concerned. Governors must ensure that their “Report to RI,” detailing their districts’ involvement in all multidistrict activities, is submitted to the general secretary. Please see chapter 2, “The District,” in the Manual of Procedure for more information.

Relationship between RI Directors and District Governors

Directors represent all clubs in the administration of Rotary. Governors are under the general supervision of only the Board. However, because of the director’s place of residence and familiarity with the zone, a special relationship exists between the director and the governors of districts in the zone from which the director has been nominated or the zone that alternates with it. Consistent with the basic roles of RI officers, the special relationship between directors and governors can enhance the program of Rotary. Directors and governors should exchange information on district activities and Board action. Governors should consult informally with appropriate directors about such matters as interpretation of Board action, serious district or interdistrict problems, or possible formal communication to the Board. Refer to chapter 3, “Rotary International,” in the Manual of Procedure for more information.

The Secretariat

The Secretariat, which consists of RI World Headquarters and seven international offices*, is a resource to the district governor and his or her team. The governor is periodically required to submit reports and other information to the general secretary, via the Secretariat. The Secretariat is ready at all times to assist you in your work.
