Establishing a district fund is not mandatory

the decision lies with each district. Each district may, by resolution

district fund is to be financed by all the clubs in the district by a
per capita levy on all the members of those clubs. The amount of the
levy is to be decided at the district conference after the approval of
three-fourths of incoming club presidents present, or a majority of

payment of the per capita levy is mandatory for all clubs within a
district. When the RI office receives certification from you as district
governor that a club has failed for more than six months to pay such
levy, RI will suspend services to that club. After an additional 90

As
district governor, you are responsible for the collection and
administration of contributions received for a district activity. You
may appoint a committee of Rotarians to assist you in the administration
of these funds. The financial commitment to a district activity is not
to exceed one year. The district governor must be accountable to the
district for the activity and must provide a clear accounting of the
activity’s
expenses. If the district wants to develop a charitable fund for an
activity, the district governor should investigate the possibility of
obtaining incorporation for the activity. However, approval by the RI
Board of Directors is required if the word
“Rotary”
appears in the activity’s
incorporated name. |

funds are raised for a specific purpose, a budget should be prepared and
submitted to you and to the district finance committee for approval.

with the appropriate committee chair as cosignatory, be established for
these funds. |

planning the program of the district conference, you are strongly
encouraged to keep district conference costs low so Rotarians and
district guests will not be discouraged from attending for financial
reasons. After consulting with you, the district conference committee
should prepare and adopt a budget of probable conference income and
expense. This should be the committee’s
first task and should be completed early to allow time for effective
planning. The budget must have your approval as district governor. For

semiannual report package is sent to each Rotary club secretary in June
for the July billing and in December for the January billing.
The package consists of a semiannual report, a current membership list
that is the basis for the estimated billing, and a worksheet to
calculate any necessary revisions. Instructions for completing the forms
and returning the information and payments to RI offices or fiscal
agents are included with the package. |

days after payment of the semiannual billing is due to RI, a club has
not paid the balance of its account, a reminder letter is sent to the

sent to its club president stating that service to the club has been
suspended. |

Suspension of service to a club includes all RI services. Secretariat
staff will not answer letters. Publications and supplies cannot be

Delivery of THE ROTARIAN or other regional magazine is halted. As
district governor, you may not make any official visit to a club in
suspension and must cancel any prior arrangements. The suspended club
should not receive your monthly letter or other mailings. The only
contact permitted is that needed to assist in collecting the amount past
due. |

Ninety
days after the date that a club has been suspended, if the club still
has an outstanding amount payable to RI, a letter is sent to the club
president stating that the club’s
membership has been terminated. Reinstatement requires payment of all
delinquent and current charges. After termination, no changes are made
in the club’s
records, so clubs seeking reinstatement need to submit a current
membership list. All these items should be sent to your RI office. |

and Rotary International. |

Keep in
mind the following tips:

Membership lists for each club, included in the semiannual billing
package, must be updated and returned to RI by the club secretary. Use
your monthly letter to remind clubs of this important responsibility.
Ask each club to send you a copy of its semiannual report worksheet
so that you will have up-to-date membership information. Duplicate
semiannual reports can be requested from your RI office or current
membership information can be obtained and updated on RI’s
Web site.

Read
and use the monthly Club Balance by District Report* to anticipate
problems and alert yourself to clubs that need special attention.

Remember that poor financial standing often is a symptom of other
problems, such as weak club leadership or apathetic members. As
district governor, do not respond to the symptoms only
—
work closely with clubs to identify and resolve the real problems.
