11月是扶輪基金月，正可好好省思我們何其有幸擁有這麼一個可貴的資源來播撒愛心的種子。

November is Foundation Month, a time to reflect on how fortunate we are to have such a wonderful resource to help us Sow the Seeds of Love.

即使面臨全球經濟不景氣，我們參與扶輪基金會傑出計劃的渴望依然穩定成長。為了達到我們服務的目標，我們每個人必須為自已設定目標，讓年度計劃基金的捐款從目前的平均每人55美元增加到100美元。我衷心相信那不僅是一個可企及的目標，而且我們許多人都應該自問的：「以我的處境我是否能夠付出更多？」

Our desire to participate in The Rotary Foundation's excellent programs has grown steadily even as we have had to face the realities of a worldwide economic downturn. In order to achieve our service goals, it is up to each one of us to set our own goals in the hope of increasing our contributions to the Annual Programs Fund from the current US$55 per Rotarian to $100. I sincerely believe that not only is this goal attainable, but many of us should ask ourselves, "Am I in a position to give even more?"

今年，我們還有另外一個重要的任務：透過根除小兒痲痺募款運動募集8,000萬美元，根除小兒痲痺等疾病計劃的成就足以讓我們引以為傲，可是事實上，我們的工作尚未完成。小兒痲痺病毒仍殘存在世界最赤貧的地方—貧窮、文盲、與飢餓比例高的國家—並非偶然。在積弱政府無法支持我們及衛生基礎建設缺乏的地方，要對抗小兒痲痺花費十分昂貴。可是除非我們能消滅這些地方的小兒痲痺，我們將失去目前所成就的一切。

This year we have another important mission: raising $80 million through the polio eradication fundraising campaign. We should be proud of all we have achieved through PolioPlus, but the fact is we have not finished the job. It is no coincidence that the poliovirus persists in the poorest parts of the world — countries with high rates of poverty, illiteracy, and hunger. In places where fragile governments cannot assist us and health infrastructure is nonexistent, fighting the poliovirus is costly. But unless we defeat polio in these countries, we will lose everything we have gained so far.

將有蓋茲基金會捐出等額的配合款。扶輪基金會及蓋茲基金會共同捐出的5,000萬美元，將可讓世界銀行最高借貸1億2500萬美元給部份小兒痲痺疫苗。這些組織，再加上世界衛生組織與美國疾病控制及預防中心，都和我們一樣投入這項工作。我們不可以讓他們失望。

We must remember that we are not alone. Up to $25 million of the contributions to this campaign will be matched by the Bill & Melinda Gates Foundation. The combined $50 million in funds from The Rotary Foundation and the Gates Foundation will allow the World Bank to lend a maximum of $125 million to certain polio-endemic countries for the purchase of oral polio vaccine. These organizations, along with the World Health Organization and the U.S. Centers for Disease Control and Prevention, are as committed to this effort as we are. We must not let them down.

In a world reeling from violence, a global recession, and other recent events, Rotarians will set an example. We will answer fear with hope. We will answer hate with love.
