The 1989 Council on Legislation vote to admit women into Rotary clubs worldwide remains a watershed moment in the history of Rotary.

"My fellow delegates, I would like to remind you that the world of 1989 is very different to the world of 1905. I sincerely believe that Rotary has to adapt itself to a changing world," said Frank J. Devlyn, who would go on to become RI president in 2000-01.

The vote followed a decades-long effort of men and women from all over the Rotary world to allow for the admission of women into Rotary clubs, and several close votes at previous Council meetings.
在1950 年之立法會議,來自印度之一個扶輪社,建議將模範扶輪社章程中之“男性”取消之條例。從1950 到1989,立法會議考量過了13 項建議案准許婦女加入扶輪。
In 1950, an enactment to delete the word male from the Standard Rotary Club Constitution was proposed by a club in India during the Council. From 1950 to 1989, the Council considered 13 proposals to allow women into Rotary.

在1977 年,美國加州杜阿爾特扶輪社決定允許婦女成為扶輪社員。但它抵觸了國際扶輪章程及模範扶輪社章程。因為有此抵觸案件,該扶輪社之社籍於1978 年3 月被國際扶輪所終止。
In 1977, the Rotary Club of Duarte, California, USA, decided to admit women as members in violation of the RI Constitution and Standard Rotary Club Constitution. Because of this violation, the club's membership in Rotary International was terminated in March 1978.
在1983 年杜阿爾特扶輪社提出一項訴訟案件,加州高等法院裁決國際扶輪勝訴,確認在加州扶輪社之以性別為基礎之會員制度。但在1986 年加州之上訴法院推翻先前法院之裁決,阻止該條文在加州執行。加州高等法院拒絕公聽該案件,並向美國高等法院提出上訴。
In a lawsuit filed by the Duarte club in 1983, the California Superior Court ruled in favor of Rotary International, upholding gender-based qualification for membership in California Rotary clubs. But in 1986, the California Court of Appeals reversed the lower court's decision, preventing the enforcement of the provision in the state. The California Supreme Court refused to hear the case, and it was appealed to the U.S. Supreme Court.
在1987 年5 月4 日,美國聯邦高等法院裁決扶輪社不可排除婦女成為扶輪之會員。因此,國際扶輪發出一項政策說明,保證在美國境內之任何扶輪社可以允許合格之婦女成為社員。國際扶輪理事會鼓勵“所有在美國境內之扶輪社,對所有候選人不考慮其性別要給予公平及平等之考量。
On 4 May 1987, the U.S. Supreme Court ruled that Rotary clubs may not exclude women from membership on the basis of gender. Rotary issued a policy statement asserting that any Rotary club in the United States could admit qualified women into membership. The RI Board of Directors encouraged "all clubs in the U.S. to

give fair and equal consideration to candidates for membership without regard to gender." In 1989, at its first meeting after the Supreme Court ruling, the Council on Legislation in Singapore voted to eliminate the requirement in the RI Constitution that membership in Rotary clubs be limited to men.
在立法會議投票20 多年後,有將近200,000 婦女社員加入。婦女已在國際扶輪理事會及扶輪基金保管委員會之理事會中任領導之職務。
More than 20 years after the Council's vote, there are nearly 200,000 female Rotarians. Women have served in leadership positions as high as the RI Board of Directors and The Rotary Foundation Board of Trustees. The first female Council representative served in 1998. The 2010 Council is the first in which a female RI director is serving, as a nonvoting member.
