How does a Division get started with the RLI program?

Note: Because each Division is different in geographical size, languages, number of districts, etc., the RLI will recommend strategies as each Division is formed. These recommendations will also be made at Faculty Orientation Sessions. The following is a general guide for starting the program:

1.   ¶}©l»P§ß½ü»â¾É¾Ç°|(RLI)ñ¤@¥÷¦P·N®Ñ

1- Enter into an agreement with the RLI.

2.   ¥l¶°¨º¨Ç¦³·NÄw²Õ¤@­Ó¤À³¡Äw³Æ©e­û·|ªº¤H¥l¶}¤@¦¸·|ij(¿Ë¦ÛÁpô、¹q¤l¶l¥óµ¥¤è¦¡)。§V¤OÀò¨ú¦a°ÏÁ`ºÊªº¦P·N¨Ã¥X®u¸Ó·|ij。

2- Call together a meeting (in person, via email, etc.) of those interested in forming an organizational committee for the Division. Attempt to obtain approval of and attendance by the district governor(s) at the meeting.

Comments: The initial selection of people to invite to serve on the organizational committee is very important to the future success of the program. The program needs good ¡§leadership¡¨ and selection should be based on proven ability to successfully carry out projects. Support of governors, etc. is obviously very important. The district governor(s) should be kept fully advised of the progress of the project.

3.   ©e­û·|­n«ü¬£¤@¦ì¥D©e、¤@¦ì°]°È、µù¥U²Õªø¤Î¨ä¥L¥²­n¤§Â¾­û¡A½Ñ¦p°Æ¥D©e、¦a°ì°Æ¥D©e、¯µ®Ñµ¥。¨M©w¶}¿ì¶O­n¦h¤Ö¥H«K¦s¤J¤À³¡°]°È±b¤á¤¤¤Î³o¨Ç¸êª÷¤§¨Ó·½。

3- Have the committee designate a chairman, a treasurer, a registrar and any other officers needed, such as vice-chair(s), regional vice-chair(s), secretary, etc.. Determine how much money should initially be deposited into the Division treasury and the source of such funding.

Comments: The chairman of the organization committee would normally be the Division Chair. The treasurer is responsible for opening a bank account, preparing a budget and paying the bills. The Registrar designs the registration forms, collects the registration forms and fees, provides registration services at the courses and keeps the records of those registering, attending, etc.

4.   ¨M©w³Ì«á»Ý­n¦h¤Ö¶}½Ò³õ©Ò´£¨ÑªA°Èµ¹¤À³¡¤º¤§§ß½üªÀ。

4- Determine how many course sites will ultimately be necessary to serve the Rotary clubs within the Division.

Comments: The success of the program requires that the locations of the courses be accessible to the club members. Geography often determines how many sites are necessary. As a rule of thumb, 1þ° hours is usually the maximum time to travel to a course. In some areas the participants are used to traveling further and used to staying at hotels or Rotarian homes the evening before a course. Local conditions must always be considered. Adding course sites slowly with a goal of reaching the estimated number of course sites over a period of time is usually a good approach. The pace of adding sites is somewhat dependent on available trained faculty, local leadership and sufficient time to promote attendance.

5.   Âǥѧ߽ü»â¾É¾Ç°|(RLI)ªº¨ó§U¨Ó¦w±Æ±Ð­ûªº°V½m

5- Arrange for faculty training with the assistance of the RLI.

§ß½ü»â¾É¾Ç°|(RLI)°V½m¹Î¶¤±N±Hµ¹¤À³¡¤@¥÷¹ï©ó¸Ó°V½m­p¹º»Ý­n¨Ç¬Æ»òªº®Ö¹ïªí®æ。

Comments: Ideally, faculty training/orientation should precede the first courses. The effectiveness of discussion leaders is critical to the success of the program. If those attending do not have a good experience in Part I, they will not return for Parts II, III, etc. The RLI gives a full day orientation program for its faculty members with annual reorientation sessions. For new divisions, the optimum faculty orientation program runs two days because it also includes background sessions on the RLI program, etc. If financial matters can be arranged, the RLI will send a training team to a site within the Division. The Division is also welcome to send their faculty to one of the RLI sessions within Zones 31 & 32 for a faculty orientation session. Eventually each Division will develop its own training personnel, although the RLI training team is always available for assistance.

 

The RLI Training Team will send the division a check list of what is needed for the orientation program.

6.   ¨M©w¤@¥÷²Ä¤@³¡¤À³õ©Òªº®É¶¡ªí

6- Determine a time frame for the first Part I location(s).

µù¸Ñ¡G·í¦³¥i¯à¤W½Ò¦aÂI¿ï¦n¤§«á¡A¹w©w¤W½Ò®É¶¡ªíÀ³¸Ó¿ï©w。¦b¦³¨Ç°Ï°ì¡A¤W¯Z®É¶¡¸û¬°¦³®Ä¡F¦ý¦³¨Ç¦a¤è³Ì¦n¬O«D¤W¯Z®É¶¡。¥²»Ý¦Ò¼{¨ì¤£¦P¦a°Ï¬¡°Êªº¤é´Á、°²¤é、©u¸`©Êªº°ÝÃDµ¥µ¥。¤W½Ò¤é´Á¥²»Ý­n«Ü¦­¨M©w¡A¥H«K¦³¨¬°÷®É¶¡¨Ó¹ªÀy¤j®a°Ñ¥[。

Comments: After the potential course sites are chosen, tentative dates should be selected. In some areas, a work day is effective; in other areas a non-working date is best. Consideration should be given to other district event dates, holidays, seasonal problems, etc. Course dates should be set far enough ahead to provide ample time for promotion of the course.

7.   À˰Q§ß½ü»â¾É¾Ç°|²Ä¤@³¡¤Àªº½Òµ{±Ð§÷¨Ã¨M©w¬O§_­n­×¥¿¥H²Å¦X·í¦a¤§­·«U²ßºD

7- Review the RLI Part I curriculum materials and determine if any changes are necessary to meet local customs and traditions.

µù¸Ñ¡G¦³³\¦hºØ¤è¦¡¥i¥Hµo®i¥X¤@­Ó»â¾Éµo®i­p¹ºªº½Òµ{¡A¦ý¬O¦b§ß½ü¸Ì¦pªG½Òµ{¤@­Pªº¸Ü¦³«Ü¦h¦n³B。¦Ó¥B¡A¦Û±q1992¦~¥H¨Ó§ß½ü»â¾É¾Ç°|(RLI)´N®Ú¾Ú°Ñ¥[°Ñ»P¤H­ûªºµûŲ¤Î±Ð­û­Ìªºµû½×¡A¨C¦~³£¥[¥H¤£Â_¦a­×­q½Òµ{±Ð§÷。¬°¤FÁצ⡧­«ÂС¨¡A¤@­Ó¤À³¡À³®Ú¾Ú·í¦aªº­·«U²ßºD±N½Òµ{¥[¥H­×¥¿©Î¬O¦pªG»Ý­nªº¸Ü¥i§ïÅܤW½Ò®É¶¡ªºªøµu。§ß½ü»â¾É¾Ç°|(RLI)Åwªï¦³Ãö½Òµ{±Ð§÷§ó§ïªº«ØÄ³¡A¨Ã¥B±N³o¨Ç«ØÄ³§@¬°¨C¦~½Òµ{¤Î±Ð§÷­×¥¿¤§°Ñ¦Ò。

Comments: While there are many ways to develop a curriculum for a leadership development program, there are also benefits to some uniformity of courses within Rotary. Furthermore, the RLI has continually tested the curriculum since 1992 and has revised it each year in light of participant evaluations and faculty comments. Instead of ¡§reinventing the wheel¡¨, a division should revise the curriculum only to meet local customs and traditions or to change time periods, if necessary. Suggestions for curriculum changes are welcomed by the RLI and will be considered in the annual revision of the recommended curriculum and materials.

8.   ·J½s²Ä¤@³¡¤À¤§±Ð§÷¦p¦³¥²­n¨Ã½Ð¥L­Ì½Æ»s。¦Ó¤À³¡ªº¸ê°T»Ý­n´¡¤J½Òµ{ªºµ§°O¥»«ü¥Ü¤§³B。

8- Compile the Part I materials for the first courses and have them duplicated as needed. The Division information needs to be inserted in the course notebooks where indicated.

µù¸Ñ¡G§ß½ü»â¾É¾Ç°|(RLI)¦b¨C¤@½Òµ{¤¤¬¡­¶§¨¤§¥~ÁÙ´£¨Ñ¤@¥÷°Ñ»P¤H­ûµ§°O¥»。³oµ§°O¥»¥]§t¨C¤@·|ijªº¤j¿û¡A¨ä¥L¤ä´©³o¤jºõ¤§¸ê®Æ¤Î·í¦a¸ê°T½Ñ¦p±Ð­û、©e­û·|µ¥。³o¨Çµ§°O¥»¤§±Ð§÷¥²»Ý½Æ»s¨Ã¥B´¡¤Jµ§°O¥»©Î¬¡­¶§¨¤¤。±Ð­ûµ§°O¥»«h¥]§t¬Û¦Pªº¤jºõ¨Ã²K¼W¤@¨ÇÄÝ©ó±Ð­ûªº¶µ¥Ø。

Comments: The RLI provides a participant notebook other binder at each course. The notebook contains the outlines for each session, other materials in support of the outlines and local information as to faculty, committees, etc. The material for the notebook needs to be duplicated and inserted in notebooks or binders. Faculty notebooks contain the same outlines with additional items for the faculty.

9.   °w¹ï²Ä¤@³¡¤Àªº½Òµ{ºÂ¿ï¨¬ÃBªº±Ð­û。

9- Select sufficient numbers of faculty members for the first Part I course(s).

µù¸Ñ¡G³Ì¦nªºªk«h§Y¬O¨C¤@¦ì±Ð­û¦b¨C¤@³¡¤Àªº¤»°ó½Ò¤¤±a»â¤T°ó½Ò¡A¥D­n¦Ò¼{¬O­n¾¨¶q´î¤Ö«ü¬£±Ð­û¤W½Ò¦¸¼Æ¡A¦]¬°¨º¬O­nÅý±Ð­ûªá¶O«Ü¦h®É¶¡¤Îºë¤O¥h§¹¥þ¼ô±x¨ä½Òµ{±Ð§÷¥H«K¨ä¯à¶¶§Qªº¤W½Ò。Á|¨Ò¦Ó¨¥¡A²Ä¤@³¡¤Àªº½Òµ{°²¦p¦³30¦ìªÀ­û°Ñ¥[¡A¨º»ò±N·|»Ý­n¨â²Õ·|ij(¤@²Õ¦³15¦ìªÀ­û)¦@»Ý12³õ¦¸·|ij。°²¦p¨C¤@±Ð­û¤W¤T¸`½Ò´N»Ý­n¥|¦ì±Ð­û。·U¤jªº¹ÎÅ馳¤@­ÓÀuÂI§Y¬O¦³¸û¦hªº±Ð­û¤H­û。°Ñ»P¤H­û³q±`¾ã¤Ñ³ßÅw«Ý¦b¦P¤@±Ð«Ç¤W½Ò¦Ó¬O¥Ñ±Ð­û²¾°Ê¦Ü¨ä©Ò«ü©wªº¤£¦Pªº·|ij。

Comments: A good rule of thumb is for each faculty member to lead about three breakouts of the six in each Part. Consideration should be given to limiting the number of breakouts assigned to a faculty member because it takes time and effort for a faculty member to be completely familiar with the course material and to plan his/her approach to the session. For a Part I course, for instance, if 30 Rotarians were attending, there would need to be 2 sections (of 15) for each breakout, for a total of 12 breakout sections. If each faculty member took 3 sections, there should be 4 faculty members. Larger groups have the advantage of being exposed to more faculty members. The participants usually stay in the same breakout room all day and the faculty members move to each assigned section.

10. ¬°²Ä¤@¦¸½Òµ{¦w±Æ¦b¤@¶¡®ÈÀ]、¾Ç®Õ©Î¾Ç°|、©ÎªÌ¨ä¥L³õ©Ò¨Ó¤W½Ò。¬°³o¤@³B³õ©Òñ§´«´¬ù©Î¦P·N®Ñ。¦pªG¤À³¡©ó§ß½ü¦~«×¤¤³W¹º¦³¦h³Bªº¤W½Ò³õ©Ò®É¡A¨º»ò¦a°Ï¥D©e¥i¥H¾á¥ô³õ¦a¦w±Æ¥D©e¥H«K»P®ÈÀ]µ¥¨ó°Ó。

10- Arrange with a hotel, a school or college, or other meeting place for the first course(s). Obtain a written contract / agreement for the site. If the Division plans on multiple sites in a Rotary year, the District Chairs can serve as Arrangements Chairs to deal with the hotel, etc.

µù¸Ñ¡G¿ï¾Ü¤@³B¤W½Ò³õ©Ò¬O«D±`­«­nªº¨Æ±¡¡A¦]¬°¸g±`µo²{®y´Èªº«~½è、¤W½Ò±Ð«Ç¬O§_¾A¦XªºµøÅ¥³]³Æµ¥、À\¶¼ªº«~½è³£·|¼vÅT°Ñ¥[¤H­ûªº¬Ýªk。®ÈÀ]³q±`¬O³Ì¦nªº¿ï¾Ü¦ý¸û¾Ç®Õ、¾Ç°|¤Î¨ä¥L·|ij³õ©Ò¨Ó±o¶Q。Á`¤§¡A¹ï©Ò¦³ªº¬¡°Ê¨Ó»¡¤@¥÷«´¬ù®Ñ¬O³Ì«ê·íªº¨Ã¥B­n²[»\©Ò¦³¤À³¡©Ò­n¨Dªº­«­n¶µ¥Ø。

Comments: The choice of a site for a course is important because many times the quality of chairs, the suitability of a room for audio-visual equipment, etc., the quality of meals, etc. can influence the attitude of those attending. Hotels are usually the best, but are, of course, more expensive than schools, colleges and other meeting places. For all events a written contract is best and should cover the essential items requested by the Division.

11. ¨M©w¤À³¡¤§¹wºâ¡AÀ³¥]§t°Ñ¥[¤H­û©Ò»Ý¥Iªº¶O¥Î。

11- Determine the budget of the Division, including the fees to be charged to the participants.

µù¸Ñ¡G¤@¶µ¹wºâ±N´£¨Ñ¼Æ¾Ú¥H«K¨M©w°Ñ¥[¤H­û¤ä¥Iªº¶O¥Î¤Î¨C¦~·|­û¦a°Ï©ÒÀ³¥I¤§¦~¶O。¹wºâ¤¤¦³¨â¶µ¥D­n¶µ¥Ø¡G¡]a¡^¤@¤Ñ½Òµ{ªº¶O¥Î¥H¤Î(b)¬°¸Ó­p¹º©ÒÀ³¤ä¥IÁ`¦æ¬FºÞ²z¶O¥Î。­n¹ï§ß½üªÀ±j½Õ¤@ÂI§Y¥²»Ý¤ä¥I¥L­Ì©Ò´£¦W°Ñ¥[¤H­ûªº½Òµ{¶O¥Î¡A¦]¬°³o¨Ç¶O¥Î¬O¹ï¸Ó§ß½üªÀªº¥¼¨Ó§ë¸ê¤§¥Î。

Comments: A budget will provide data to determine the charges that must be made to participants and any annual dues to be paid by the member districts. There are two major items for a budget: (a) expenses of a course day and (b) general administrative expenses of the program. It is important to stress to the clubs that they should pay the course fees for the participants they nominate because the expense is an investment in the future of the club.

12. ¬°°Ñ¥[¤H­û·Ç³Æµù¥U¥Î¸ê®Æ¤Î»¡©ú®Ñ¡A¸Ó¸ê®Æ±N¥æ¤©µù¥U²Õªø。

12- Prepare registration materials for participants with instructions that they be sent to the Registrar.

µù¸Ñ¡G­n¬°³æ¤@§ß½ü¦~«×©Ò¦³½Òµ{¦w±Æ¤@¥÷µù¥Uªí®æ¡A¦pªG¦³¦h½Òµ{ªº³õ©Ò¡þ¤é´Áµ¥¡A³o¨Ç¸ê®Æ¤Î»¡©ú®ÑÀ³¸Ó³£©ú¦C¦b¦P¤@ªí®æ¤W¡A¥H«Kµù¥U¤H­û¥i¥H®Ö¹ï¬ÛÃö¤§¶µ¥Ø。¦pªG¸ê·½¤¹³\®É¡A¤Wºôµù¥UÀ³¸Ó¥i¦æ¡]½Ð°Ñ¾\RLIºô¯¸¤@ÂI¿ï¥»³¡¡^¦b¨ä¤À³¡¤¤³Ì¦n¥Ñ¤@­Ó¤H¡Aµù¥U²Õªø¡A¨Ó³B²z©Ò¦³µù¥U¨Æ©y。

Comments: A registration form should be prepared for all the courses during a single Rotary year. If there will be multiple course sites/dates, etc., they should all be placed on the same form with instructions to the registrants to check off the relevant items. If resources permit, online registration should be made available (see RLI Website-click on Home Division). It is preferable that one person, the Registrar, handle ALL registrations for all sites/dates within the Division.

13. ±´°Q²Ä¤@¦¸ªº½Òµ{¦p¦ó±À¼s。­n«Ü§V¤Oªº±À¼s½Òµ{¡A¥i¥Î¶l±Hµ¹§ß½üªÀ、¹q¤l¶l¥ó、¶Ç¯u、¦L¨ê«~¥H¤Î¦b¦a°Ï¤Î§ß½üªÀ·|ij«Å¾É、Á`ºÊ¤ë³ø、Á`ºÊ©M§U²zÁ`ºÊªº¤½¦¡³X°Ý、ºô¯¸µ¥¤èªk。

13- Discuss how the first course(s) will be promoted. Promote the course(s) heavily, using mailings to the clubs, email, faxes, literature and talks at district and club meetings, governor¡¦s newsletters, governors and assistant governors club visits, websites, etc.

Comments: All courses need HEAVY PROMOTION. Rotarians don¡¦t just attend events unless the event is heavily promoted. A promotion plan should be developed to utilize as much opportunity as possible. Promotion is a year-round job and the existence and benefits of the program must be publicized at every opportunity. Club presidents should be asked to nominate one or two Rotarians in their clubs who have the ¡§potential¡¨ for future club leadership. The presidents should be advised not to ask for volunteers at the club meetings, but to approach good prospects individually and tell the prospects that the club believes they have the potential to be future club leaders and that the club will pay for attendance at the leadership program.

14- Have the Division Chair poll the faculty members as to their availability for the first course(s) and then assign faculty members to each breakout session, etc. Breakouts should be limited to approximately 10-15 participants.

Comments: It is preferable for the Division Chair or other assigned person, to assign the faculty for each session. That person becomes familiar with the strengths of each faculty member and assigns him/her to the courses for which they are strongest. For established Divisions, a questionnaire should be sent to each faculty member at the beginning of the year and, if the Division is of sufficient size, before the beginning of the second half of the year. The faculty members can then indicate the dates and places for which they are available.

15- Arrange with the Registrar to set up registration procedures and personnel at the course(s).

16- Invite the district governor(s) and other district officers to be present at the course. It is customary for the governor of the site district to bring greetings at the luncheon.

17- After the first course(s), have the organizational committee meet to evaluate the results and to form a more permanent executive committee.

Comments: After the first year¡¦s courses, it will become apparent that organizational changes may be necessary. In a multi-district Division, each district should have a District Chair and preferably a leadership development committee to assist the chair. The same should apply to large districts within several countries, etc.. The officers and district chairs should constitute an executive committee to make the major decisions of the program. (Governors and governors-elect should be invited to meetings as ex-officio members. Their support is very important to the success of the program.)
