扶輪在聯合國經濟及社會理事會具有非政府組織所擁有的最高諮詢地位。扶輪除了在聯合國與其紐約、日內瓦、維也納的辦事處有派駐代表之外，也派駐代表到巴黎的聯合國教科文組織、羅馬的聯合國食物及農業組織、奈洛比的聯合國環境計劃與聯合國人類住區規畫署、以及曼谷的聯合國亞太地區經濟與社會委員會。

Rotary holds the highest consultative status with the UN Economic and Social Council (ECOSOC) available to nongovernmental organizations. In addition to being represented at the UN and its agencies in New York, Geneva, and Vienna, Rotary appoints representatives to the UN Educational, Scientific, and Cultural Organization (UNESCO) in Paris, the Food and Agriculture Organization of the United Nations (FAO) in Rome, the UN Environment Programme (UNEP) and UN-HABITAT in Nairobi, and the UN Economic and Social Commission for Asia and the Pacific (ESCAP) in Bangkok.

扶輪也派駐代表至擁有特別地位的其他跨國組織：法國史特拉斯堡的歐洲議會、華盛頓的美洲國家組織與世界銀行。自從非洲團結組織解散之後，扶輪正設法與在衣索比亞阿迪斯阿貝巴新成立的非洲聯盟建立正式關係。

Rotary also appoints representatives to other intergovernmental organizations with which it has special status: the Council of Europe in Strasbourg, France, and the Organization of American States (OAS) and the World Bank in Washington, D.C. Since the dissolution of the Organization of African Unity, Rotary is looking to obtain official relations with the newly formed African Union in Addis Ababa, Ethiopia.

除此之外，扶輪也與其他擁有共同目標的跨國組織合作。最近，國際扶輪恢復與「國際善意企業」(Goodwill Industries International)的關係，以增加有殘障與其他就業障礎者的就職機會及訓練。國際扶輪不久前才與國際閱讀協會建立新的合作關係，一起提倡識字。

In addition, Rotary has cooperative relationships with other nongovernmental organizations that enhance common goals. Recently, RI renewed its relationship with Goodwill Industries International to increase vocational opportunities and training for people with disabilities and other barriers to employment. RI has just entered into a new cooperative relationship with the International Reading Association, which promotes literacy.
