自1931年第一個法國-德國跨國委員會成立後，這種經過地區總監批准，目的在促進扶輪社與扶輪社員之間友誼接觸的跨國委員，已經增加至數百個。由義大利與馬格里布聯盟(摩洛哥、阿爾及利亞、及突尼西亞)組成的跨國委員會，顯示出世界瞭解及服務經常伴隨友誼而產生。

Since the creation in 1931 of the first French-German Intercountry Committee (ICC), the number of intercountry committees approved by district governors to promote friendly contacts between clubs and Rotarians has spiraled into the hundreds. The ICC uniting Italy and the Maghreb (Morocco, Algeria, and Tunisia) illustrates how world understanding and service often accompany fellowship. 

這個義大利-馬格里布跨國委員會成立於1997年10月，前身是「給予兒童生命喜悅」計劃。此計劃由第2070地區的義大利扶輪社所主導，讓26名阿爾及利亞與摩洛哥兒童到義大利托斯卡尼接受心臟手術。在跨國委員會的成立儀式中，阿爾及利亞的扶輪社員為了表達其謝意，捐出1,000萬里拉(約5,000美元)的支票，來協助義大利在1997年9月地震中受災的馬凱與安布里瓦區的居民。

The Italy-Maghreb ICC, formed in October 1997, resulted from Give a Child the Joy of Life, a project led by Italian clubs in District 2070, which brought 26 Algerian and Moroccan children to a hospital in Tuscany for heart surgery. At the ceremony launching the ICC, Algerian Rotarians showed their appreciation for the gift with a check for 10 million lire (about US$5,000) to help victims of a September 1997 earthquake in Italy's Marche and Umbria regions. 

此後，義大利-馬格里布跨國委員會已經促成許多人道計劃，提供醫療與醫院設備給阿爾及利亞、協助摩洛哥水災救濟、提供阿爾及利亞與摩洛哥高中畢業生獎學金及職業訓練計劃。

Since then, the Italy-Maghreb ICC has spawned numerous humanitarian projects, providing health care and hospital equipment to Algerians, flood relief to Moroccans, and scholarships and vocational programs to Algerian and Moroccan postsecondary students. 

2002年，這個跨國委員會協助安排與共同贊助62名14-17歲阿爾及利亞、伊利垂亞、與摩洛哥的學生，到義大利佩斯卡拉省的一所農業學院就讀一個3年的學位課程。為了增加各地士地的生產力，義大利維特伯(Viterbo)扶輪社正協助阿爾及利亞、摩洛哥、與突尼西亞半沙漠地區的復林工作，便是由該社一名在跨國委員會相當活躍的社員所倡議的。

In 2002, the ICC helped arrange and co-sponsor the enrollment of 62 Algerians, Eritreans, and Moroccans ages 14-17 in a three-year diploma course at an agrarian institute in Italy's Pescara province. To raise the productivity of land throughout the Maghreb, the Rotary Club of Viterbo, Italy, is helping reforest semidesert areas in Algeria, Morocco, and Tunisia, a project begun by a club member who is active in the ICC. 

跨國委員會主要盛行於歐洲，成就不勝枚舉，且經證明在提倡青少年交換與支持新扶輪社成立方面相當有成果。此外，這些委員會也十分擅長培養友誼：創始的跨國委員會目前依然活躍，已經連結了306個法國及306個德國扶輪社。

Mainly a European phenomenon, intercountry committees have proven effective at promoting Youth Exchange and supporting new Rotary clubs, among other achievements. And they remain adept at fostering fellowship: the original ICC, still active, today links 306 French and 306 German clubs.
