國際扶輪理事會在2002年11月會議的決議中,審查國際扶輪的服務活動,並釐清其使命。
In decisions made at its November 2002 meeting, the RI Board of Directors reviewed RI's service activities and gave clearer focus to its mission.
理事會投票通過自2003年1月1日起終止國際扶輪災害救濟(disaster relief)活動。國際扶輪不再應受災地區的總監要求發佈災害急報(此舉本可讓扶輪社直接捐款給受災地區所設立的戶,使用地區指定用途基金最多可達1萬美元)。有鑑於扶輪社員對災害救濟的濃厚興趣,理事會鼓勵扶輪社員透過有經驗的國際救災組織來援助,後者比地區救災委員會更有能力快速適當地分配捐款來協助災民。
The Board voted to discontinue RI disaster relief activities as of 1 January 2003. RI no longer issues notices of disasters requested by governors of affected districts, which allowed Rotary clubs to contribute directly to the account set up by the affected district and districts to use up to US$10,000 of their SHARE District Designated Funds. Recognizing Rotarians' strong interest in disaster relief, the Board encouraged Rotarians to work through experienced international relief agencies, which are better equipped than district relief committees to allocate money quickly and appropriately to help victims.
在重申扶輪四大服務重要性的決議中,理事會直言職業服務「始於每位扶輪社員本身的高道德標準及提升其職業的道德標準」。理事會也提醒扶輪社高道德標準乃是社員資格條件之一。理事會也鼓勵扶輪社強調「扶輪社員事業及專業宣言」的重要性,並探索與各商會或工業公會合作推動服務的機會。
In a decision reaffirming the relevance of Rotary's Avenues of Service, the Board stated that the avenue of Vocational Service "begins with the high ethical standards of each Rotarian and improving them in his or her vocation." It reminded clubs that high ethical standards should be a criterion of membership. The Board also encouraged clubs to highlight the "Declaration of Rotarians in Businesses and Professions" and to explore service opportunities with chambers of commerce and industry.
