國際扶輪社長威罕•施當恆昨夜從美國伊利諾州伊文斯頓國際扶輪總部飛來參與第4B,6B和7B地帶之2005年地帶研習會。他於機場接受研習會召集人，國際扶輪理事與財務的JocJoc  Bolante以及一大群菲律賓扶輪的職員們歡迎。

Rotary International President Carl-Wilhelm Stenhammar flew in last night from the R.I. headquarters in Evanston, Illinois, United States to attend the 2005 Zone Institute for Zones 4B, 6B, and 7B. He was met at the airport by Institute Convenor, R.I. Director and Treasurer JocJoc Bolante, with a group of officers of Rotary Philippines.

國際扶輪社長威罕•施當恆今日於Roxas林蔭大道上菲律賓綜合文化中心的Westin Philippine Plaza大飯店的大廳之研習會開幕式中發表了他的社長講演。

Pres Carl will deliver his presidential address at today’s opening ceremonies of the Institute at the Ballroom of the Westin Philippine Plaza Hotel in the Cultural Center of the Philippines Complex on Roxas Boulevard.

地帶研習會接著由第7B地帶理事JocJoc與他的共同召集人第6B地帶理事Noraseth Pathmanand宣佈正式開始。參與他們是第4B地帶的理事Yoshikazu Minamisono。

The Institute will be formally opened by Dir JocJoc of Zone 7B and his co-convenor, Dir Noraseth Pathmanand of Zone 6B. Joining them is Dir Yoshikazu Minamisono of Zone 4B.

地帶研習會主席Melito Salazar前總監，是位受敬重於銀行與商業界。而他的共同召集人是PDG Danny Yu 和PDG Gil Divinagracia。

Chairman of the Institute is PDG Melito Salazar, a respected name in the banking and business community. His co-chairmen are PDG Danny Yu and PDG Gil Divinagracia.

幾乎有上千位三個地帶來的扶輪職員於會前註冊了地帶研習會。第4B地帶包括了：香港、澳門、蒙古和台灣；第6B地帶包括了：巴基斯坦、阿富汗、孟加拉、馬來西亞、汶萊、新加坡、馬來西亞、泰國、高棉和印尼；第7B地帶涵蓋了10個地區。

Almost a thousand Rotary officers from these three zones have pre-registered for the Institute. Zone 4B covers the Rotary clubs in Hongkong, Macau, Mongolia and Taiwan; Zone 6B, those of Pakistan, Afghanistan, Bangladesh, Malaysia, Brunei, Singapore, Malaysia, Thailand, Cambodia, and Indonesia; while Zone 7B covers the 10 districts of the Philippines.

A number of Rotary issues and concerns will be tackled at workshops during the three-day Institute. The Rotary Foundation, Polio Plus, Membership, Water, Health and Hunger Concerns, Ethics, Community Service, and Literacy will be tabled for discussion.

Huang, TRF General Manager John Osterlund, Regional RI Membership Coordinator William H. C. Dethlefs, Director Masanobu Shigeta, Past R.I. Director Sushil Gupta, Immediate Past R.I. Vice President John Germ, and Past R. I. President Rajendra K. Saboo.

來自扶輪世界以外的兩位主講人是明天午飯前演說的環境部長Mike Defensor和明晚讓國際之夜增光的旅遊觀光部長Ace Durano。

Two guest speakers from outside the Rotary world are Environment Secretary Mike Defensor who will speak before lunch tomorrow and Tourism Secretary Ace Durano who will grace the International Night tomorrow as well.

Pre-Institute Programs

正如扶輪的傳統，在今天扶輪研習會開幕式之前已經主辦了好幾個訓練的節目。

As has been the tradition in the Rotary world, several training programs have already been conducted before today’s Institute opening.

10月17日星期一，開始了總監當選人訓練研習會或者GETS，而於昨夜地區總監當選人畢業晚餐達到高潮。隔日，10月18日，總監當選人配偶開始了她們二天的節目。

Last Monday, 17 October, the Governors-Elect Training Seminar or GETS started, culminating in the District Governors Elect Graduation Dinner last night. The next day, 18 October, the DGE Spouses began their two-day program.

昨天，則舉辦了兩個論壇：地區總監論壇和總監提名人論壇。

Yesterday, two forums were conducted: the District Governors Forum and the District Governors Nominee Forum.

今天上午，於扶輪研習會正式開始之前，舉辦了地域扶輪基研習會以及扶輪青年服務團與扶輪少年服務團—青少年論壇。

And this morning, prior to the official opening of the Institute, the Regional Rotary Foundation Seminar was held as well as the Youth Forum for Rotaractors and Interactors.

Westin Philippine Plaza大飯店之Aliw Theater除了有青少年論壇外，並在菲律賓綜合文化中心內的正式地點也舉辦了其他的節目。

Except for the Youth Forum which had for its venue Aliw Theater, also in the CCP complex, all other programs were held at the Institute’s official venue, Westin Philippine Plaza.

國際扶輪的程序手冊定義扶輪研習會是〝專為居住在研習會所涵蓋區域內的卸任、現任、以及下任的國際扶輪職員出席與參與的會議。〞依定義，國際扶輪職員是從地區總監層次以上算起；但是今天，此次之扶輪研習會參與者包括了這些職員〝和他們的貴賓〞以及〝接待的社員和其他當地可協助召集人管理該扶輪研習會者〞。同樣地鼓勵扶輪社長、扶輪社長當選人和扶輪基會的代表們出席扶輪研習會。

The Manual of Procedure of Rotary International defines Rotary Zone Institutes as “meetings designed for the attendance and participation of past, present, and incoming officers of RI residing within the area the zone institute is to serve.” By definition, R.I. officers start from the level of District Governor upwards; but today, participants in zone institutes include these officers “and their guests” as well as “host Rotarians and other local persons (who) may assist the convener in administering the institute”. Likewise encouraged to attend is a Club President and a President-Elect as well as a representative of The Rotary Foundation.
