Keelung Special Volunteer Fire Service

 

Project Introduction:

Situated at the northern tip of Taiwan, the city of Keelung (a.k.a. Chi-lung and some other variations in spelling) has a very long coastline, and the terrain along it is mountainous and rugged. This, coupled with its rainy climate — especially the typhoon frequent summer — make the area prone to all kinds of natural or man-made hazards, amongst which shipwrecks, mountain accidents, fires and floods are the most common. This project aims to counter these problems by enhancing the city’s emergency responding capability and educate people about hazards preparedness.

 

This Special Volunteer Fire Service is a voluntary civil organization running under governmental aid and guidance. Presently it has 339 members, many of whom are Rotarians. Its mission, is to help the City Fire Department implementing rescue, first aid and education works. For a long time, it’s been instrumental in emergency response operations and educational sessions, greatly prevented and reduced the damage and casualties incurred by disasters.

 

Since this is a voluntary organization, except for some aids from the government, its equipment and training relies largely on donations and participation of the local community. So we propose this Matching Grant project to replenish its equipment, personnel training, and support its hazards preparedness educational sessions.

 

Solutions:

1.       Purchase of a service vehicle, cost estimated US$ 20,000.

2.       Training for volunteers, cost estimated US$ 1,500.

3.       Educational sessions for hazards preparedness, cost estimated US$ 2,000.

mpact on the beneficiaries:

1.       Supplementation of the equipment will enhance the organization’s capability in emergency response and hazards prevention.

2.       Improve the skills and general involvement of the volunteers, diverting available social resources onto the right direction.

3.       Educate people on hazards preparedness, which help safeguard their lives and properties.

 

Implementation:

Except for funds from Foundation Netherlands – Taiwan and DDF from the district, the club of Taipei Swanshie, as the host partner, will gather the rest of funds needed. Because the Keelung Special Volunteer Fire Service is a standing organization, it can draw financial support from other sources after the exhaustion of the Matching Grant funds, thus ensuring our investment in this project will continue to serve its purposes.
