我們的權責Our Responsibilities

Our Terms of Reference(as defined in the 2003-04 Official Directory)

本特別工作小組提供資訊及支援給扶輪社及地區以鼓勵參與增進一般大眾識字及教育機會的服務計畫,並著重於找出資源協助開發中國家扶輪社員發展及實施各種識字計畫及活動供

This task force will provide information and support for Rotary clubs and districts to encourage participation in programs and projects that promote universal literacy and educational opportunities for all. Emphasis will be given to identifying resources to assist Rotarians in developing and implementing project and activities that provide 

˙     訓練兒童及成人,尤其是婦女,識字Literacy training for children and adults, especially for women

˙     輔導年輕人Mentoring for young people

˙     支援社區的學校Support for community schools

˙     提供經濟資源低少人士受教育的機會Educational opportunities for individuals with low economic resources

˙     為囚犯提供職業訓練及輔導Vocational training or mentoring for prison inmates

 

我們的目標Our Goals 

為儘可能發展最佳的識字及教育社區發展計畫,扶輪社及地區可藉由與其他組織合作追求以下目標:

To develop the best possible community development projects for literacy and education, clubs and districts may benefit by cooperating with other organizations when pursuing the following goals: 

1.       持續以密集語言接觸教學法(Concerntrated Language Encounter,簡稱CLE)識字計畫為重點。Continue with an emphasis on Concentrated Language Encounter (CLE) Literacy projects.

2.       把重點置於能在2003-04年度展開及結束的較小型計畫,透過實物捐贈網(DIN)捐獻書籍、電腦等。Focus on smaller projects that can start and finish in 2003-04, e.g. Donations in Kind Information Network (DIN) donating books, computers, etc.

3.       儘量辦理類似墨西哥「我能夠」(Yo Puedo)之類不需專門講師或教師,費用低的地方階層識字計畫。Pursue low-cost, local level literacy projects that don’t need specialized instructors or teachers, similar to “Yo Puedo—I Can” in Mexico.

4.       訂定「伸出援手」挑戰,辦理結合識字與小型企業、村落銀行、或循環貸款之類小型經濟自助企業的計畫。Establish “Lend a Hand” challenges that combine Literacy and small economic self-help enterprise such as micro-enterprise, village banking, or revolving loan projects.

5.       強調婦女教育及改善含街童、難民、移民、囚犯在內最貧苦人口識字率的重要性。Emphasize the importance of the education of women and improved literacy rates among those in the neediest populations including street children, refugees, immigrants, prison inmates and others.

 

我們的角色Our Roles 

識字及教育特別工作小組將在2003-04扶輪年度支援、建議、激勵、提供資源、散播資訊給扶輪社及地區,並引發他們討論。The Literacy and Education Task Force shall support, advise, motivate, provide resources, stimulate discussion and disseminate information to districts and clubs during the 2003-04 Rotary Year. 

總協調人及助理總協調人The General Coordinator and Assistant General Coordinator

˙     發展及實施本特別工作小組全盤性的工作,包括目標、行動計畫、及通訊計畫,develop and implement the overall task force efforts, including goals, action plan, and communication plan,

˙     提供資料及指導給區域協調人,provide materials and direction to area coordinators,

˙     管理本特別工作小組國際性工作,manage the international efforts of the task force,

˙     督導及協調區域協調人的活動,monitor and coordinate activities of area coordinators,

˙     定期向國際扶輪辦事員聯絡人溝通有關進展及需要檢討與調整之處。communicate periodically to Rotary International staff contacts regarding progress and areas needing review and adjustment.

 

區域協調人The Area Coordinators

˙     管理本特別工作小組地域性工作,專門負責被指派的地帶,manage the regional efforts of the task force, with special responsibilities in their assigned zones,

˙     督導及協調被指派地帶內的地帶協調人的活動,monitor and coordinate activities of zone coordinators in their assigned zones,

˙     與被指派區域中的扶輪地帶研習會召集人合作,確保在議程中安排本特別工作小組的節目或為地帶協調人設立識字計畫攤位,work with the convenors of the Rotary Zone Institutes in their areas to secure space on the program for the Task Force and/or booth space for zone coordinators,

˙     鼓勵地帶協調人出席扶輪地帶研習會宣導本特別工作小組的工作,encourage zone coordinators to attend the Rotary Zone Institute to promote the work of the Task Force,

˙     每個月與地帶協調人聯絡。contact zone coordinators on a monthly basis.

 

地帶協調人The Zone Coordinator

˙     在扶輪社及地區階層實施本特別工作小組在該地帶的目標及策略,implements task force goals and strategies in his or her zone at the district and club level,

˙     充當適合地區及扶輪社領導人進行所有與本特別工作小組有關活動的資源,serves as a resource to appropriate district and club leadership for all task force related activities,

˙     向被指派的區域協調人溝通有關進展及需要檢討與調整之處,communicates local task force activities to the assigned Area Coordinator regarding progress and areas needing review and adjustment.

˙     把成功的事蹟與區域協調人及國際扶輪辦事員聯絡人分享,供刊登在本特別工作小組電子通訊信函、全球扶論社活動報導、扶輪世界及英文扶輪月刊。Shares success stories with the Area Coordinator and Rotary International staff contacts for publication in the Task Force E-Newsletter, the Rotary Newsbasket, RotaryWorld or THE ROTARIAN.

˙     鼓勵扶輪社及地區把需要協助的識字計畫登記在世界社區服務計畫交換。鼓勵有興趣支援服務計畫的扶輪社及地區查閱世界社區服務計畫交換,找出要支援的識字計畫。Encourage clubs and districts to list literacy projects in need of assistance on the World Community Service (WCS) Projects Exchange. Encourage those interested in supporting projects to review the WCS Projects Exchange to find Literacy projects to support.
